Bilston Battersea Enamel Baby Fob

This is an oddity I cannot quite figure out. It looks to be an enamel on silver piece most likely made in England - probably in the South Staffordshire region - in the late 18th century. Probably in the Bilston area or possibly Birmingham or even London but definitely English from the 1700s. They are famous for their Battersea enamel boxes, etc. This here might a fob or charm or even meant to hold a seal as this regions answer to the Chelsea or St. James seals that are so amazing. It has the ring to the top to attach it to a necklace but the bottom is flat with a hole in the center that has a small piece inside it. Some circular wear to the underside that might mean it was attached to something. The piece is of a baby holding a rattle or other type of toy. Superbly hand painted with flowers on the bottom part, tiny flowers to the hood and arms and a bow in the back. Very unusual piece for sure! Must have been very special to someone because it has been restored in some parts and it being made with silver instead of copper means it was not cheap to begin with! There is a little bit of touch up to the bottom edge, the face (nose and cheek), the hood and the arms. Should be visible in my pics. It's hard to take pictures of since it is so small. Unmarked which is normal. The figurine is 1.25 inches tall (plus the ring on top), 0.625 inches wide and 0.5 inches deep. A very unsual piece that must be retty special.
